The draft rulebook has been updated, including the requests for change by the kiteboarding community and the St. Francis Rulebook.

Major changes:
- add a new rule for “passing”
- while tacking, gybing, looping and jumping
- Outside help
- Penalties
- Definitions
Still, a major issue is “overlapping”. We took out the kite as part of the equipment, as it is impossible to control, but only the board length could be tricky as well. Any more ideas on that ?

Furthermore, we found a lot of topics in the KPWT and PKRA rulebooks that have nothing to do with the rules themselves, but need to be implemented in “general guidelines” for each discipline. We will start working on that as soon as possible.
