The attitude is that this is my sport my beach and do whatever I want.
We put into place a kiteboarding club here where I live and set rules, and most of the kiteboarders here respect the rules with a few exceptions.

The hard part is sometimes enforcing the rules, but with enough members that care about having a place to kiteboard we can make a difference.
We setup a launch zone and agreed with the state to stay out of the airport launching zone, shorebreak and the swim zones to name a few.
We also stay away from fisherman, canoes or other non powered boats.
See what a few years of effort working with the community (not one man for himself) can make a difference, still there is work to be done.
